运用实地调查法、文献研究法及综合分析法,从农村建设用地整治、资金筹措、土地整治三方面,设计了生态移民模式、“空心村”整治模式、城镇化模式和村镇体系化模式4种城乡建设用地增减挂钩模式,并深入研究各模式适用范围.研究结果表明,这4种模式符合陕西省实际情况,因此,可在拓展农村发展空间、缓解城市发展对土地用地需求的同时保护耕地和完善农业生产条件,优化产业布局.

This paper uses methods of field investigation,literature research,and comprehensive analysis to design four modes of linking the increase of urban construction land with the decrease of rural construction land,including eco-migration,renovation of ＂hollow villages＂,urbanization and systemization of villages and small towns and studies the scopes of the modes,in terms of rural construction land consolidation,fund raising,and land reclamation,taking Shaanxi Province as an example.It is concluded that the four modes suit the situation of the province and therefore can help protect the arable land,improve the conditions of agricultural production while expanding rural development space and optimizing industrial layout
