科学识别、度量、分类碳风险因素,把控重点风险,是企业应对碳风险挑战的关键。本文以河北钢铁集团为研究对象,基于模糊综合评价模型展开分析,研究结果表明:钢铁企业面临的主要风险因素为政策风险和利益连带风险;子风险因素以能源管制风险、上下游转嫁风险、排放总量管制风险权重值为最大。因此,提高全员碳风险意识、加强碳管制政策研究、实施碳盘查和碳披露、提高技术创新、把握低碳发展机遇和制定碳风险规避策略,是进行碳风险管理的有效措施。

It is the key for firms to scientifically identify, measure and assort carbon risk factors and control the major risks as to respond to the carbon risks. In this paper, Hebei Iron and Steel Group was taken as a case and the conclusion can be drawn from the study based on the fuzzy comprehensive evaluation model as follows: iron and steel enterprises are facing major risk factors from policy risk and benefit associated risk; among the sub - risk factors, energy regulation risk, transfer risk from upstream and downstream corporations and total emission control risk have the biggest weights. Therefore, improving the staff awareness of carbon risks, enhancing carbon control policy study, implementing carbon inventory and carbon disclosure, strengthening low -carbon technology innovation, grasping low -carbon opportunities and constituting risk response strategies are the ef- fective measures for firms to manage carbon risks.
