从温州企业主跑路到中小企业大量倒闭，我国中小企业发展尚存较多问题。其外部原因主要表现在两方面：一是受金融风暴、存款准备金率上调等因素影响，融资环境日益严峻；二是融资、通胀以及劳动力等成本的不断提升造成利润空间日益缩小。内部原因主要在于企业产品定位、人力资源建设以及企业创新上的不足。中小企业的发展壮大，既离不开政府完善信息平台、简化行政程序、加强财税政策扶持，也离不开企业在创建人力资源、创新产品、推进企业转型、加强科学管理等方面的努力。

From the escapes of Wenzhou＇ s business owners to vast bankruptcies of SMEs, lots of evidences demonstrate that there exist massive problems during the development of SMEs in our country. The external reasons are mainly manifested in two aspects： one is the increasingly reduction of profit margins caused by financial storm, up - regulation of deposit reserve rate and so on; the other one is the profit margin shrinkage by the continuous improvement of financing, inflation and labor cost. Meanwhile, the internal reasons are mainly performed at the lack of experience in product positioning, human resources construction and enterprise innovation. The development of the SMEs in our country cannot be separated from the government＇ s efforts to perfect information platform, simplify administrative procedures, and strengthen their supports to fiscal and taxation policy. Also, it cannot get rid of company＇s self- efforts in the creation of human resources, products innovation, and promotion of enterprises＇ transformation.
