当前,我国迫切需要加快建设一批高水平的教育智库,而推进省级教育研究机构向教育智库转型,是落实中央重大战略部署、推进省域教育科学发展以及提升其自身生存发展能力的现实需要和必然选择。省级教育研究机构向教育智库转型,既具有得天独厚的优势,也存在亟待解决的问题,需要着力推进以下六个方面的工作:一是重建研究范式,实现“四个转变”;二是凝练方向,打造高水平特色研究团队;三是加强协同创新,推出一批有重要影响的成果;四是凝聚力量,建立完善的智库工作体系;五是加强信息化平台建设,增强大数据时代研究能力;六是优化内外部体制机制,构建有利于教育智库发展的制度环境。

At present,there are urgent needs for the construction of a number of high-level education think tanks in our country. Promotion from provincial education research institutions into think tanks is an important part of strategy of the Central Government and is also the realistic requirement and necessary option for the scientific development of provincial education research and for the elevation of survival and development abilities. There are unique advantages and urgent problems to be resolved as well in the transformation. Therefore ,it's necessary to speed up the work in the following six aspects: 1.Reconstructing the form of research for achieving "four transformations". 2.Focusing the directions of research areas for the establishing a high-level research team. 3. Enhancing collaborative innovations for a series of important and influential achievements. 4.Gathering strength for establishing a perfect system of think tanks. 5.Strengthening the construction of information platform for a growing capability of research in Age of Mega Data. 6.Optimization internal and external institutional mechanisms conducive to education think tanks development to build institutional environment.
