气候变化和能源短缺使得低碳工业发展模式成为我国等发展中国家工业化的必然选择,位于西北地区的兰州等以资源、能源加工为主的重工业城市,构建低碳工业发展模式意义重大。通过构建工业行业c0,排放量指数和碳强度竞争力指数,分别从3-业行业结构减排和技术减排的视角来分析兰州市工业行,_lkCO,排放状况和减排潜力。结果表明:2007~2011年,兰州市在结构减排方面成效不大,结构减排潜力依然很大;工业行业整体的碳排放强度较高,减排技术与全国平均水平差距较大,主要工业行业在技术减排层面潜力很大,并确定未来结构减排和技术减排的重点行业。在此基础上,提出工业行'-lkCO,减排对策建议,为兰州市以及同类型城市发展低碳工业提供依据。

Climate change and energy shortages make low-carbon industrial development. This model will be the inevitable choice for the industrialization of developing countries, such as China. Lanzhou is located in the Northwest Territories, and it is a city of heavy industry, based resources, energy processing, so it is significant to build a low-carbon industrial development model. The article builds the industrial sector CO2 emissions index and carbon intensity Competitiveness Index, the article also analyzes the Lanzhou City Industrial CO2 emissions and their reduction potential from perspective of Industrial Structure emissions and technical emission reduction. It shows that: Lanzhou is week in the effectiveness of the structural reduction, but the structural reduction potential is still great; its industries overall carbon intensity is higher, but their emission reduction techno!ogy and the national average level of the gap is larger, the major industrial sectors in the level of technical emission reduction potential is great, and to identify the key industries of the future structure of emissions and technical emission reduction. On this basis, this paper presents the industrial sector to reduce CO2 emission suggestions, provide the basis for the city of Lanzhou City. as well as the same twe of low-carbon industrial develolament.
