深化行政管理体制改革，创新行政管理方式，必须提高政府的公信力和执行力。这就要求县级政府在政策执行中必须体现“诚实守信”、“以民为本”、“公平正义”、“德法共治”和“清正廉明”的伦理观。文章分析了影响县级政府政策执行力提升的原因，提出了相应的提升县级政府政策执行力的对策建议：建设良好的县级政府执行力文化，培养良好的县域领导科学与艺术；加强伦理教育，优化社会环境；完善对公务员伦理品格及执行绩效的考核监控和监督；加强行政道德制度化建设，构建制度伦理等。

It is a must for the government to improve the credibility and executive power so as to deepen the administrative system reform and make innovations in the administrative management mode, which de- mands that the policy execution of county-level government should embody the ethics of ＂honesty and credibili- ty＂, ＂fairness and justice＂, ＂moral and legal co-governance＂, ＂being people-oriented＂ and ＂being honest and free from corruption＂. The paper analyzes the reasons affecting the enhancement of policy execution of county-level government, and puts forward the following suggestions： establishing good executive environment for county-level government and cultivating the science and art of county region leadership; strengthening ethi- cal education and optimizing social environment; perfecting the evaluation, monitoring and supervision of the ethical character and executive performance of public servants ; and enhancing the institutionalization of admin- istrative morality and constructing institutional ethics.
