汪丁丁教授新著《新政治经济学讲义》界定了“新政治经济学”的中心议题和基本分析框架，这一框架围绕物质维度、社会生活维度和精神生活维度展开：正义即以联合生产为特征的合作秩序中界定参与者“得到其应得”的规则界定及其有效执行，其中核心是分立财产权的保护；自由是人之定义的构成性要素，与社会生活维度相关联表达为“消极自由”，与个体精神维度相联系表达为心性自由；无效率导致匮乏。系统分析和社会演化过程分析需要在新古典正统的帕累托效率概念之外引入“适应性效率”。以上三个维度任一维度存在缺陷都构成个体不幸福的原因。以转型中国为背景，作者分析中国面临的正义、自由和效率问题，提出当前中国社会基本问题，其初级形式为正义，高级形式为心性自由。

Professor Wang Dingding＇s new book New Political Economy Lecture defines the central theme and basic analytical framework of the ＂new political economy＂. This analytical framework is around the dimensions of physical, social life and spiritual life in which justice defines the participants ＂get their deserved＂ rule and its effective implementation according to the cooperation order characterized by joint production, and the core of the justice is the protection of the separate property rights; freedom is one of the constitutive elements of the definition, and the social life dimensions is associated with the expression of ＂negative liberty＂, and individual spiritual dimension is associated with the freedom of mind（internal self transcendence）. The inefficiency leads to scarcity. Systems analysis and social aspects of the evolution both need to introduce ＂adaptive efficiency＂ in addition to the neoclassical orthodoxy Pareto efficiency concepts. These three make individuals unhappy if any dimensions have defect. According to the transformation background of China, the author analyzes the justice, freedom and efficiency problems which China faced and in turn raised social fundamental questions, the primary form -- justice, the advanced form -- freedom of mind. According to the economists, the authors call for future political reform in China and protect the reform of constitutional rules as the core of the private rights, freedom of expression and the reconstruction of the genuine public life and political life in order to fight against the corruption and to establish equality of opportunity for all.
