在分析改革创新我国流域治理模式与路径的必要性的基础上，从我国实际国情出发，基于生态文明价值导向，探索了我国基于生态文明的流域综合治理模式，指出了构建基于生态文明的流域内区域协调与合作制度、完全由市场主导的水权交易制度、流域生态经济系统的补偿机制等路径，并提出了创新流域管理机构、完善相关法规、创新流域规划体系、建立公众参与机制、发挥市场化治理等政策。

Based on the analysis on the necessity of reform and innovation governance model and the path of the river basin, from China＇s actual national conditions, based on ecological civiliza- tion, value-oriented, this paper explored our comprehensive watershed basin management govern- ance model, noted the path of building the regional coordination and cooperation system based on ec- ological civilization, water rights trading system, and the compensation mechanism of watershed eco- logical and economic system which completely driven by market, and proposed policies of innovating watershed management agencies, improving relevant laws and regulations, innovating watershed planning system, establishing public participation mechanisms and promoting the market-oriented governance.
