十八届三中全会以全面深化经济改革和治理公权腐败为两大突破1：7，坚持深化改革和治理腐败一起抓，强调构建决策科学、执行坚决、监督有力的权力运行体系，健全惩预腐败体系。可以预期，只有建立不敢腐的惩戒机制、不能腐的防范机制、不易腐的保障机制，把“恣意”的公权力关进制度“铁笼子”，才能从根本上治理公权力腐败。本文旨在从多维视角探究分析公权力腐败的成因，以寻求公权力腐败的治理良策。

The Third Plenary Session of the 18th CPC Central Committee takes the all-round deepening of economic reform and governing the corruption of public power as its two breakthroughs and sticks to addressing both reform deepening and anti-corruption governing without any letup. It advocates building up an administrative running system to raise the level of governance to be scientif- ic, the level of execution to be firm and the level of supervision to be effective and establish a sound system for corruption punishment and prevention. It can be expected that only by setting up an anti- corruption punishment, prevention system and guarantee mechanisms, and by having a complex sys- tem to govern the willful public power can this power be governed fundamentally and can the goal of keeping cadres, government and politics clean and honest be realized, aiming at ensuring and con- solidating the achievement of all-round deepening economics. This essay tries to take further analysis on the cause of public power corruption from perspectives of politics, administrative management and economics in order to find effective solutions.
