尽管江苏省的环保法庭建设处于全国前列，但是现行制度仍然存在环境案源不足、公益诉讼进展缓慢、基层法院环境法庭合法性危机、审判队伍专业性不强等诸多问题。为此，应当借鉴国外经验并结合我国国情，通过立法明确环境法庭的地位，建立法官与专家审判员相结合的组织模式，完善诉讼程序规则，以完善我国和江苏省的环保法庭机制。

So, it should learn from foreign experience and combined with China＇s national conditions, clear the status of environmental courts through legis- lation, establish the organizational model of expert judges combining with umpires, perfect rules of procedure in order to imorove the national and Jiangsu province environmental court system .
