改革开放以来历次乡镇改革的成效不彰,源于改革思维和方式的“贫困”。实践证明,乡镇存在的问题其实质在乡镇之外,单纯依靠层层下达行政命令的方式推进乡镇改革,根本无法解决乡镇自身的问题和乡村治理的乱象。乡镇改革应从基层政权建设和巩固党的执政基础高度出发,本着系统性、整体性和协同性的思维,将乡镇和县政视为一个子系统,县乡基层政权视为一个大系统,统筹谋划农业综合改革。最终使乡镇政权成为一个领导有力、治理有方、责权利一体的高效率的组织结构,并藉此不断推进国家治理体系和治理能力的现代化。
改革開放以來歷次鄉鎮改革的成效不彰,源于改革思維和方式的“貧睏”。實踐證明,鄉鎮存在的問題其實質在鄉鎮之外,單純依靠層層下達行政命令的方式推進鄉鎮改革,根本無法解決鄉鎮自身的問題和鄉村治理的亂象。鄉鎮改革應從基層政權建設和鞏固黨的執政基礎高度齣髮,本著繫統性、整體性和協同性的思維,將鄉鎮和縣政視為一箇子繫統,縣鄉基層政權視為一箇大繫統,統籌謀劃農業綜閤改革。最終使鄉鎮政權成為一箇領導有力、治理有方、責權利一體的高效率的組織結構,併藉此不斷推進國傢治理體繫和治理能力的現代化。
개혁개방이래력차향진개혁적성효불창,원우개혁사유화방식적“빈곤”。실천증명,향진존재적문제기실질재향진지외,단순의고층층하체행정명령적방식추진향진개혁,근본무법해결향진자신적문제화향촌치리적난상。향진개혁응종기층정권건설화공고당적집정기출고도출발,본착계통성、정체성화협동성적사유,장향진화현정시위일개자계통,현향기층정권시위일개대계통,통주모화농업종합개혁。최종사향진정권성위일개령도유력、치리유방、책권리일체적고효솔적조직결구,병자차불단추진국가치리체계화치리능력적현대화。
Since the reform and opening up , the reform of villages and towns has not achieved the desired effect because of the backward way of thinking and reform .Practice has proved that the essence of the problems exists not just in the villages and towns .The problem of the township itself and chaos of rural governance cannot be solved by layers of administrative orders issued .The reform should start from the construction of grassroots government and consolidate the party's ruling foundation , and the overall com-prehensive agricultural reform planning , and ultimately make the county and township government a pow-erful, well-governed, and high efficient organization structure .
