如何保证转型战略的有效实施是当前我国商业银行普遍面临的一个难题。借鉴卡普兰和诺顿先进的战略实施理论，首先经分析认定战略控制的主要风险是战略内容风险与战略实施风险，于是将战略控制系统分为战略交互系统和战略诊断系统两个子系统；然后通过设计我国商业银行的战略地图模板详述战略交互系统的核心原理，通过设计我国商业银行的平衡计分卡模板详述战略诊断系统的核心原理。这样。通过理顺战略控制系统框架，并将战略地图和平衡计分卡这两个国外银行行之有效的管理工具有机融入，为我国商业银行保证转型战略的有效实施提供了思路和工具。

How to ensure the effective implementation of the strategy transformation is a difficult question which many China commercial banks are facing with. Taking example by Kaplan and Norton＇ s advanced strategy implementation theory, this paper builds a new strategic control system which contains two subsystems. The fist subsystem is Strategic interaction system based on strategy maps. The other subsystem is the strategic diag nosis system based on the balanced scorecard. According to actual condition, this system also emphasizes the risk management and government reg ulation＇ s important influence on China commercial banks＇ strategy implementation.
