鉴于当前关于科技经费预算方法的研究无法为政府部门提供直接有效支持、难以融入人的能动因素等,设计了基于规则的经费预算方法,从产业原有经费额度、产业创新基础、产业创新任务、产业创新前景等四个角度,设计了产业经费分配评分标准与规则,构建信息采集表与专家打分汇总表,并按照预算流程给出具体操作方法,提出注意事项.

For current research on science and technology expenditure budgeting method can＇ t offer direct and effective sup- port for government department and can hardly take human active factor into account, so a budgeting method based on the rule is designed in this paper. From four aspects-industry original expenditure amount and industry innovating basis as well as industry innovating task and industry innovating future, the marking standard and regulation of industry expenditure distri- bution is designed, and the information collecting table and expert marking collection table are also constructed, specific op- erating method is offered according to budgeting flow and the attention items are also put forward.
