“物的城镇化”与“人的城镇化”是新型城镇化的两个重要方面。“物的城镇化”是人的城镇化的重要基础。人的城镇化是物的城镇化的终极目标。要消除地方政府在城镇化过程中对土地财政的过度依赖现象，改变城镇化对“土地红利”和“人口红利”的过度依赖，推动城镇化从外廷型发展向内涵式发展转变，从“量”的扩张向“质”的提升转变。
