近年来，随着人口老龄化的发展，失去自理能力的老人增多，另一方面，交通事故、自然灾害、药物副作用等使残疾人、认知障碍和精神障碍患者增加，加重了介护的负担，介护对策也成为社会问题。2000年4月日本建立介护保险制度以后，形成了系统的老年照顾体系，减轻了家庭负担。日本老年护理服务对我国建立老年人福利设施体系起到借鉴作用。
근년래，수착인구노령화적발전，실거자리능력적노인증다，령일방면，교통사고、자연재해、약물부작용등사잔질인、인지장애화정신장애환자증가，가중료개호적부담，개호대책야성위사회문제。2000년4월일본건립개호보험제도이후，형성료계통적노년조고체계，감경료가정부담。일본노년호리복무대아국건립노년인복리설시체계기도차감작용。
Due to the rapid population aging, the number of elderly people who lose self-care ability was in- creasing. On the other hand, the number of disabilities, cognitive disabilities and mental disorders was in- creasing for the accidents, natural disasters and drug side effects. All these added more burden to the care service, and nursing care measures were becoming a social problem. On April 2000, Nursing Care Insur- ance System was set up in Japan, and after then the elderly care system was formed and it reduced the fami- ly burden. The introduction of Nursing Care Service for the Eldly in Japan aimed to play a reference for building our elderly facilities system.
