农业补贴作为一国促进农业发展的政策措施之一，其作用的有效发挥离不开立法的有效规范和保障。但迄今为止，我国农业补贴尚处于无法可依的局面，这是农业补贴存在诸多问题的重要原因之一。鉴此，我国亟须制定农业补贴基本法，就农业补贴的原则、范围、方式、程序等作出明确规定。

Agricultural subsidy, which is one of the policies promoting agricultural development in a country, can＇t play its role effectively without legislative regulation and guarantee. But so far, the agricultural subsidy in China fails to be regulated by relevant laws, which gives rise to a lot of existing problems. Thus, it＇s urgent for our country to make agricultural subsidy laws and lay down clear provisions on issues such as principles, scope, methods and procedures.
