通过研究开发性金融在城市建设融资过程中的成功实践，概括总结了支持金融融资成功的“信用结构系统、信用评估系统、信用运行系统、信用支持系统”等融资信用体系基本模型，并对每个系统的构成要素给出了内涵解释。开发性金融城建融资项目运行过程的成功推进，是由一系列内在的运行机制推动的。它包括功能协同、权责转移、权能创新、收益回馈等四个机制。而保证这四个机制成功运行的，是贯穿于整个项目过程中有效的信用体系建设。通过对开发性金融城建融资实践的研究，得出运行机制与信用体系的四个系统是相互对应的，这正说明了信用体系建设是金融融资得以启动、运行、共赢、可持续的关键。

Through the research on the development finance in the successful practice of city construc- tion financing process, it is summarized in the paper the basic model supporting the financial success of ＂credit structure system,credit evaluation system, credit operation system, credit support system＂.It gives the connotation of explanation of each system components.It also includes four mechanisms as functional collaboration,transfer responsibilities, power and innovation, gain feedback. And to ensure the successful operation of these four mechanisms is the valid credit system throughout the course of the entire project.The paper studies the city construction financing development and financial practice, draws the conclusion that the four systems in operating mechanism and credit system correspond to each other,which indicates that the construction of credit system is the key to start,run the financing in a win-win and sustainable way.
