Firstly, in-depth analysis the historical background the provincial urban system planning is facing , pointed out that , at present , the urbanization policy , regional pattern and management mode are changing , the ur-banization mode and stakeholders are becoming more diversified .Secondly , combined with the practical experience of provincial urban system planning , pointed out that the provincial urban system plannings are showing the policy-relevant, comprehensive, based on department duties , implementing the strategic intent , focusing on timing, im-mediate implementation guiding , strengthening pertinence and some other development trends .Finally , from eight aspects , based on the implementation of the concept , put forward a framework for the preparation of the new era provincial urban system planning .
