本文基于我国能源生产的视角，建立新的能源生产效率评价体系并引入较新的效率评价方法，对我国能源生产效率进行评估，避免当前多数研究以能源消费效率代替能源整体效率所带来的误差，在评价框架下运用Bootstrap—DEA方法评估能源产业发展效率和置信区间，并通过Bootstrap纠偏提高评估的准确性分析了我国能源生产的布局。分析表明我国各省的能源生产效率总体上呈缓慢增长态势，区域能源生产效率差距也在逐步缩小。

In this paper, based on the perspective of China＇ energy production, establish new production of en- ergy efficiency evaluation system and a new evaluation method, to evaluates the production efficiency of China＇ energy, avoiding the error which instead of energy efficiency to energy consumption caused by the overall effi- ciency in most current research. In this paper, we will use Bootstrap- DEA to evaluate the efficiency of the de- velopment of energy industry and the confidence interval in the evaluation under the framework, and through the Bootstrap to improve the assessment accuracy analysis of the energy production distribution in China. The analy- sis shows that the overall energy production efficiency of China＇ provinces showed slow growth, regional energy efficiency gap is gradually narrowing.
