20世纪后期首先在西方兴起的协商民主理论,表明人们在持续关注民主的真实性,它使民主成为一个持续性的、创造性的过程,同时为人类的民主发展提供了一种新的思考路径。因为历史文化与传统的不同,中西方的协商民主在历史文化背景、理论基础、制度结构和实践探索等方面,存在诸多明显的差异。中国的协商民主作为国家政治制度的重要组成部分,在选举民主的基础上,对于完善民主制度,推动民主发展起到巨大作用;西方的协商民主主要是为了应对其民主制度面临的危机,力图缓解体制的内在矛盾和困境,西方协商民主对于破解其自由民主的困境存在很大局限。在继续推进竞争性民主的基础上,大力推进协商民主实践,是当代中国民主政治发展的战略选择。

The theory of democracy through negotiation in the late 20th century shows people＇s constant concern about true democracy and provides people who think about democratic development with a new approach of thought. However, as a result of dif- ference in history, culture and tradition, the democracy through negotiation between China and western countries has marked differ- ences historical and cultural setting, theoretical basis, system structure and practice probe. China＇s democracy through negotiation as an important component of national political system plays a great role in improving democratic system and promoting democratic de- velopment on the basis of elective democracy. Westem democracy through negotiation is mainly intended to deal with crisis facing democratic system in an attempt to alleviate contradiction and plight inside the system while such a system has great limitation in solving plight in freedom and democracy.Boosting democracy through negotiation while promoting competitive democracy constitutes strategic choice in China＇s democratic and political development.
