贫困生资助政策是义务教育发展的重要保障，是保证教育公平的重要途径。2008年义务教育实现全面免费后，过去以“两免一补”为主体的资助政策的性质和功能已发生了改变，贫困生资助面临新的问题与挑战：政策设计有待完善，如资助项目类别少、资助对象面向窄、资助标准额度低、资助名额有缺口、资金使用欠弹性；政策实施中存在认定材料办理难，监督管理有待加强，社会资助力量缺乏引导等问题。故应完善政策设计，健全义务教育“助学金”制度，增加高层政府财政投入，建立学生资助储备金；在实施过程中，增添人文关怀，加强经费监督管理，有效引导社会助学力量。
