本文首次运用三阶段DEA模型的BCC分析法,重点从考虑非期望产出指标角度,对2007年以来115家样本农村信用社改革总体绩效和涉农服务绩效进行定量分析。研究表明,2007年以来,农村信用社改革取得良好绩效,管理水平、经营规模逐年改善,总体绩效优于涉农服务绩效;农村商业(合作)银行的总体绩效高于农村信用社,涉农服务绩效低于后者。但总体处于技术无效状态,主因是纯技术效率低下,而且投入要素存在浪费;经营规模偏小,农村信用社尤为突出。据此,本文提出以下政策建议:一是切实加大对农村金融服务的政策支持力度;二是不宜盲目将农村信用社改制为农村商业银行;三是积极推动农村信用社提高管理水平;四是适当扩大农村信用社经营规模。

this paper firstly use BCC analysis of three - stage DEA model, focusing on the perspective of unexpected output indicators, quantitatively analyzed the overall performance and the agricultural service performance of rural credit cooperatives reform since 2007 from 115 samples. Empirical studies shows that the rural credit cooperatives reform achieve good performance since 2007, the management level and operation scale improved year by year, the overall performance is ,better than that of agricultural service performance, the overall performance of rural commercial bank is higher than that of rural credit cooperatives, however, the agricultural service performance of rural commercial bank is lower than rural credit cooperatives. But overall situation is that the technology is in invalid state, the main reason is the pure technical efficiency is low, and inputs waste; the operation scale is too small, especially in rural credit cooperatives. Based on these analysis, this paper puts forward the following suggestions : first is to intensify policy support for rural financial services ; second is to should not change rural creditcooperatives into rural commercial bank blindly; third is to actively promote rural credit cooperatives to improve management level; fourth is to expand the operation scale of rural credit cooperatives property.
