大学的荣耀不在于楼宇的宏伟,而在于其师资的精良。非省会城市省属高校作为我国高等教育体系的特殊群体,其为区域经济社会发展培养了大量人才,然而这类学校的高层次人才师资引进步履艰难。在高层次人才师资引进方面囿于地理位置、人才规划、考核体系、人才平衡与融合等方面因素,见效缓慢。基于这种个性与共性的问题,既需要学校自身积极作为,建立科学的高层次人才引进规划与评价系统,建立引进与培养相结合体制,完善人才引进后的配套工程;又需要学校所在地地方政府的积极作为,为学校的高层次人才引进提供坚实的政策与财政支持。

The glory of a university doesn't lie in the splendid buildings, but lies in the excellent teaching staff. As a special group of the higher education system in China, provincial universities in non - capital cities have produced a large number of talents for the local economic and social development. However, such universities have been struggling for recruiting high -quality teachers. University A in south Jiangsu has been restricted in this aspect due to its geographical position, personnel planning, appraisal system, balanced de- velopment and integration of the talents and other factors. In terms of the similarities and differences between University A and other u- niversities, this paper holds that such universities must take the initiative to establish the scientific recruitment planning and evaluation system, the combination of recruitment and cultivation systems, and perfect the follow - up measures after recruitment. Meanwhile, it is indispensable for local governments to actively provide favorable and financial policies for recruiting high - quality talents for such u- niversities.
