技术创新是一个国家持续进步的动力，我国已经提出建立创新型国家的重大战略。高技术企业是技术创新的主要力量，但目前高技术企业的发展受到比较明显的资金约束，企业自有资金是最主要的资金来源，政府投入和金融市场融资比例很低，融资渠道狭窄。在深化市场经济体制改革的背景下，政府部门有必要进行准确定位，发挥自身优势，为市场的资源配置手段发挥创造条件。在金融机构和高技术企业之间，政府部门应该发挥牵线搭桥、价值评估、信用担保、风险补偿等方面的作用。

Technological innovation is a key power for a country to process. Now china has proposed a important strategy of in- novation- oriented country. High-tech industry is the main force to improve technological innovation. At present, many high- tech enterprises are faced with obvious constraints of funds. Their own capital is the main source of funds, the help of government and financial market is limited. With deepening the reform of market economic, it is necessary for the government departments to reset their roles, exert their advantages, and provide the conditions for market to allocate resources. The government, between financial institutions and high--tech enterprises, should serve as a bridge, value evaluation, credit guarantee, risk compensation, and so on.
