《门隅水羊清册》是迄今记载西藏门隅人口、土地、税制等最为详尽的《清册》,也是极具参考价值的第一手原始资料.文章根据《门隅水羊清册》及其相关文献资料的记载,对门隅地区的社会村社组织层级,即措（定）及以下村社组织层级进行了梳理和评述.研究发现,门隅各措（定）都设佐根、定本（首领、首要责任人）1名,配有阔米（听差）和佐列或者公差各1名.佐根和定本由各措、定酝酿,从有威望的中年以上村民中,定期轮流推举上报后,照例尼玛三措的佐根由达旺“六联”审查批准;其他措（定）的佐根和定本,由达旺“四联”和“六联”委派的税收员或者各小宗宗堆（宗本）批准任命.各措下辖的噶尔琼（定）和参等村社组织的首领,大都称阔米,由各措（定）自行选派、委任或指定.

Men Yu Shui Yang Inventory is, so far, the most detailed Inventory that has recorded information about population, territory, tax system of Men Yu in Tibet. At the same time, it is the most valuable references of first hand material. According to Men Yu Shui Yang Inventory and related historical literature and records, this paper summaries the community organizational classes in Men Yu area which is called ＂Cuo （Ding）＂ in local lan- guage. The study shows that each ＂Cuo＂ the community organizational classes in Men Yu has established one person as the chief or ＂Zuogen/Dingben＂, one general staff called ＂Kuomi＂ or ＂Zuolie＂. ＂Zuolei＂ and ＂Ding- ben＂ are elected by all the ＂Cuos＂ which especially elect middle-aged adults among prestigious villagers. The election is held regularly and reported to the higher level. According the set rules, the ＂Zuogen＂ of Nima Cuo is reviewed and approved by Dawang ＂Liu Liang＂（Six Alliances）. The other Cuos＇＂Zuogen＂ and ＂Dingben＂ are reviewed and approved by tax collector or Vice Zongben appointed by Dawang ＂Si Liang＂（Four Alliances＂ and ＂Liu Liang＂（Six Alliances）. Each chief of community organization of ＂Ge Er Qiong＂ or ＂Ding＂ and ＂Can＂ under each ＂Cuo＂ is called＂Kuo Mi＂. ＂Kuo Mi＂ is elected or appointed by each ＂Cuo＂ or ＂Ding＂.
