对制度变迁的回顾有助于更好地理解制度的现实。新中国成立至今，我国食品安全保障体系共经历了五个阶段，二十一世纪前的制度变迁主要源自对社会、经济主体制度的适应性从禹变革，而之后的变迁则属外部危机压力下的主动调整。我国目前虽然基本形成多层次的食品安全保障体系，但在外部环境、监管能力、监管对象、消费主体等方面依然存在诸多治理困境。十八届三中全会对食品安全治理改革进行了重要表述，通过对其内容的分析可以看出，集中监管、多方共治将是未来我国食品安全保障体系改革的重要趋向。

Review on institutional change help to better understand the reality of the institutional. The Third Plenary Session of the 18th Communist Party of China Central Committee has important statements on food safety governance reforms, through the analysis of its content can be seen that centralized supervision and multi-party governance will be the important tends to the future of China food safety system reform.
