建设开放数据平台，从而实现“透明政府”，是当前各国政府在加强信息分享和提高服务能力中的重要课题之一。本文初步讨论与介绍了各国政府开放数据平台的建设现状，比较了现有政府开放数据平台存在的问题，在此基础上构建了基于数据集开放的政府数据开放平台，并论述了其技术特征。

Building an open data platform, in order to achieve ＂transparent government＂, is one of the important topics of current governments in strengthening information sharing and improving service capabilities. This article describes the current construction situation of open data platform for governments, and compares the problems of the existing open government data platform. On this basis, this article builds an open government data platform based on data sets, and discusses its technical features.
