当前,大学生信用档案建设在理论预期与实践效果之间存在较大反差,出现了“学生质疑、学校消极、用人单位观望”的局面。从学生、学校与用人单位三方来讲.大学生信用档案建设存在三个方面的制约因素:相应的法制环境不健全,信息主体权益没有保障;投入与收益不对等,高校推进信用档案建设的内生性动力不足;信用档案信息真实性存疑,不能获得用人单位的认可。

Great differences exist between theoretical expectation and practice effect in the course of the credit archives construction for undergraduates, which result the complexion including undergraduates querying, universities incompatibility and organizations hesitation. Three restriction factors are discussed in the course of the credit archives construction from the perspective of undergraduates, universities and orga- nizations. For example, rights and interests of information agent could not be protected because of the im- perfect legal environment, universities are short of inner power to construct credit archives because of non- equivalence between income and cost, organizations could not accept the credit archives because of its un- truthful information.
