随着政府购买服务的推广,专业社会工作在中国逐渐成为主流。但是在此过程中,社会工作的独立性和专业性也受到质疑。社会工作的专业化表征之一是社工机构的专业化,在政府购买服务的强大压力下,社工机构要走专业化方向,可以考虑将自己NGO化,按照NGO的运作逻辑和治理模式来发展,从而走上一条独立、自主和可持续的道路。本文通过笔者亲身参与和观察的案例,指出中国社会工作内部呈现多元的形态,虽然不是所有的专业社会工作机构都要NGO化,但是NGO化可以在帮助一些社工机构专业化的同时,也能促使整个社会工作专业更加独立和自主,有利于整个行业的健康发展。

With the promotion of government procurement of services, professional social work in China have gradually become a mainstream. However, the independence and professionalism of social work have also been questioned. Under the intense pressure of government＇s purchasing services, a social work organization could consider to become an NGO in order to be professional, and grow according to the operation logic and governance model of NGO, which might lead to an independent, autonomous and sustainable organization. In this article, the author indicates that multiple forms have been shown in the interior social work in China. Although not all of the social work organizations should be becoming NGOs, it could help some social work organizations to be more professional, as well as to obtain more independence and autonomy, which would be of advantage for the whole field to develop healthily.
