农产品批发市场是我国农产品流通的主渠道和中心环节，近年来出现的农产品价格波动、农产品质量安全问题暴露出我国农产品批发市场公益性的缺失。建立了公益性农产品批发市场建设方案评价指标体系，在考虑不同领域的评审专家关注不同的评价指标集的情形下，给出了一种基于软集理论的公益性农产品批发市场建设方案选择方法，并运用算例说明了该方法的可行性和有效性。
