为应对改革开放带来的多元化挑战，杭州市政府进行了一系列的创新实践，创造出一种新型的公共治理机制——权威武整合，即政府依托其绝对主导地位，对社会中的多元主体、机制和资源进行整合，以实现区域与国家的整体发展。“权威武整合”不同于计划经济时期的中国政府管理模式和西方主流的公共管理模式，是适用于整个中国的新型公共治理模式。
위응대개혁개방대래적다원화도전，항주시정부진행료일계렬적창신실천，창조출일충신형적공공치리궤제——권위무정합，즉정부의탁기절대주도지위，대사회중적다원주체、궤제화자원진행정합，이실현구역여국가적정체발전。“권위무정합”불동우계화경제시기적중국정부관리모식화서방주류적공공관리모식，시괄용우정개중국적신형공공치리모식。
In order to deal with the diversification caused by the Reform and Opening-up, Hangzhou government has made a series of innovative practice. This paper summarizes it as uthontarlan Integration＂ --relying on the dominant position, the government integrates the multi subjects, mechanisms and resources in the government, market and society for the overall development of the region and the nation. ＂Authorilarian Integration＂ is different from the administration mode of China in planned economy period and the mainstream modes of western countries, and is therefore a new admin- istration mode applicable to the whole China.
