该文依据产业创新系统理论，从产业创新系统视角分析了中国跨境电子商务发展要素及其联动关系；构建了多主体协同推动，由环境、网络和知识技术等子系统通过相互作用而构成的跨境电子商务发展综合系统模型；深入分析了该模型的各个子系统及其相互关系，在此基础上提出了发展中国跨境电子商务的建议和策略。
該文依據產業創新繫統理論，從產業創新繫統視角分析瞭中國跨境電子商務髮展要素及其聯動關繫；構建瞭多主體協同推動，由環境、網絡和知識技術等子繫統通過相互作用而構成的跨境電子商務髮展綜閤繫統模型；深入分析瞭該模型的各箇子繫統及其相互關繫，在此基礎上提齣瞭髮展中國跨境電子商務的建議和策略。

Based on the theory of industrial innovation system, authors in this paper analyze the elements of cross-border e-commerce development and linkage relationships from the perspective of industrial innovation sys- tern and build a multi-agent collaboration, cross-border e-commerce development model of the integrated system through the interaction of subsystems such as environment, networks , knowledge and technology and then analyze the various subsystems of the model and their mutual relations in depth. On the basis of this, authors put forward suggestions and strategies for developing cross-border e-commerce in China.
