国家科技计划作为公共科技政策的具体形态，致力于提升我国的自主创新能力。自主创新作为国家科技计划的核心要素，直接关系到国家的兴衰、国家竞争力的高低。文章分析指出国家科技计划运行中影响自主创新能力提升的四个突出问题分别为：国家自主创新能力提升的激励制度供给不足；国家科技计划实施中责任与权利没有统一，尤其是资金使用监管无力；国家科技计划的项目承担者市场意识亟需强化；国家科技计划中基础研究的投入比例有待提高。并针对以上问题提出相关政策建议，即严格落实国家科技计划运行中的责任和权利相统一；弥补制度漏洞，减少申报成本，提高信息化管理水平；坚持重点突破与整体推进相统一的原则；增加有利于自主创新能力持续提升的制度供给。

As a specific form of public science and technology policy, national science and technology pro- grams are applied to enhance the innovation capability of China. As the core elements of national science and tech- nology programs, independent innovation, is directly related to the rise and fall of the nation, and the competitive- ness of the nation. First the paper analyses the four outstanding Problems influencing factors of innovation capability in the operation of the national science and technology programs, such as the lack of incentive mechanism for the enhancement of innovation capability. Then it puts forward four policy recommendations, including the conformity of responsibilities and rights in the implement of the national science and technology programs, etc.
