从民国建立到20世纪二三十年代，由于苛捐杂税和自然灾害，陕甘地区政治与自然生态日益恶化，农民的生活艰难到了难以忍受的边缘，农民或形成民团与官府对抗，或放弃家园落草为寇。在这期间，刘志丹等共产党人灵活运用统一战线政策，把1928年大旱灾以来由灾民组成的各种民团、农民武装尽可能地吸收到红军队伍中来，建立了陕甘边游击队及红军。这支队伍成分复杂，屡屡发生违反纪律甚至抢劫事件，严重影响了中共陕西省委、北方局乃至中央对红军领导人及其军队的评判。
從民國建立到20世紀二三十年代，由于苛捐雜稅和自然災害，陝甘地區政治與自然生態日益噁化，農民的生活艱難到瞭難以忍受的邊緣，農民或形成民糰與官府對抗，或放棄傢園落草為寇。在這期間，劉誌丹等共產黨人靈活運用統一戰線政策，把1928年大旱災以來由災民組成的各種民糰、農民武裝儘可能地吸收到紅軍隊伍中來，建立瞭陝甘邊遊擊隊及紅軍。這支隊伍成分複雜，屢屢髮生違反紀律甚至搶劫事件，嚴重影響瞭中共陝西省委、北方跼迺至中央對紅軍領導人及其軍隊的評判。

From the establishment of the Republic of China to the 1920s and 1930s, due to the exorbitant taxes and levies and natural disasters, political and natural ecology of Shanxi and Gansu region was gradually deteriora- ted and tough life of farmers was at the unbearable brink, so farmers formed militia or fought with the officials or abandoned their homes to be bandits. During this period, Liu Zhidan and other communists flexibly adapted the united front policy, tried their best to absorb various militia and farmers＇ arms composed by the victims since the big drought of 1928 and established the guerrilla and the Red Army of Shanxi and Gansu border. The teams were complicated, frequently happened the accidents of violating disciplines and seriously affected the CPC Shanxi Pro- vincial Committee and the Northern Bureau of the Central Red Army＇ s judgments to the leaders of the Red Army and their army.
