America pioneered the regulatory convergence in telecommunications, broadcasting and television industries and its regulatory practice has long been regarded as the world＇s wind vane. Inheriting the basic traditional classified regulation, American regulatory convergence has formed a unique mode. The basic logic underpinning US regulatory practice is an overall deregulation policy to promote effective competition and attract more investment to ensure that the public interest is fully realized. This US mode is essentially a way of stimulating competition through the market mechanism. Due to the fact that regulation mode is an epitome of one country＇s political and economic system, Chinese existing logic of regulatory practice determines both the extend to which China can draw experience from the US mode and the possible forms to adopt.
