1950年代中期安徽省无为县统购统销的实践表明，正是统购统销制度本身造成了无为县周期性的饥荒。上下级之间的讨价还价、干部们对于返销粮数量与下拨时间的把握，成为影响农民生存生活状况至关重要的因素。无为县政治生态的异动与粮食问题相交织。推广双季稻、“反宗派主义”、“反瞒产”等一系列事件的发生，展现了地方粮食政治的微妙与复杂。

The practice of the state monopoly of grain purchase and marketing in Wuwei county of Anhui Province in the middle of the 1950s demonstrates that it is this institution of grain policy caused periodic famine. The bargains between upper officials and lower ones, and the official control of the amount of returning grains and its time had played key roles in peasant life. The anomaly in Wuwei county politics was intertwined with grain issues. A series of affaires such as the promotion of double-harvest rices , ＇ anti-factionalism＇ and ＇anti-hiding products ~ demonstrate the subtle and intricate local grain politics
