公共服务均等化问题已经成为民众关注的焦点，关乎社会主义和谐社会建设的成败。基于中国35个大中城市的面板数据，对城市间存在异质性情况下财政分权与公共服务供给的关系进行实证分析，进而从制度角度探讨了造成中国城市间公共服务供给非均等化的原因。研究表明：财政分权从整体上促进了城市公共服务供给水平的提高，但对公共服务供给结构产生了扭曲性影响；城市行政层级越高，其提供的公共服务越好；东部城市的公共服务供给水平高于中、西部城市。最后，对上述结论的公共政策含义进行了讨论。

Equalization of public services has become a focus of public attention, which is also a momentous component of building harmonious socialistic society. Based on the panel data of 35 differ- ent large and medium cities, this paper makes an empirical analysis of the relationship between fiscal decentralization and urban public services supply in order to find the institutional reasons causing non --equalization of public service supply. The results show that fiscal decentralization does improve the level of urban public services on the whole, but it also has a distortive effect on the structure of public service supply; the higher a city＇s administrative level is, the better its public services supply; cities in the Eastern Region are superior to cities in the Midwest Region in terms of supplying of public serv- ices. Finally, this paper discusses the policy implication of the findings.
