采取问卷调查法对全国49所副省级以上党校图书馆的学科馆员制度建设现状进行调研，分析制约其发展的管理制度缺失、专业人才匮乏等因素。针对党校图书馆用户的个性化信息需求，融合制度规范设计、组织结构转型、团队素养提升、技术应用创新等多维度、多层面的联合作用力，探讨党校图书馆学科馆员制度建设的完善策略。
採取問捲調查法對全國49所副省級以上黨校圖書館的學科館員製度建設現狀進行調研，分析製約其髮展的管理製度缺失、專業人纔匱乏等因素。針對黨校圖書館用戶的箇性化信息需求，融閤製度規範設計、組織結構轉型、糰隊素養提升、技術應用創新等多維度、多層麵的聯閤作用力，探討黨校圖書館學科館員製度建設的完善策略。

By using the questionnaire survey, this paper conducts a comprehensive investigation on the construction of the subject librarian system in 49 party schools, analyzes the factors restricting the develop- ment of their subject service, such as the lack of management system and professionals. Aimed at the indi- vidualized information demand of users, this paper discusses multi--dimensional strategies to improve sub- ject librarian system in the party school libraries, such as the establishment of system and norm, the trans- formation of organization structure, the promotion of team quality, and the innovation of technology appli- cation, and so on.
