水文化的实质就是人与水关系的文化。立足水文化来研究美丽乡村规划建设，有利于发展生产、保护生态、提高村镇规划建设水准、提升农村人居环境质量。但是美丽乡村建设中存在人与水的关系不和谐、对水的文化属性重视不够、水法规制度文化缺失等问题，必须通过培养高度的水文化自觉加以解决：坚持科学发展观，树立人与水和谐相处的理念；结合地域特色，强化美丽乡村建设中的水文化坐标系；推进水法规制度文化建设和宣传，促进公众参与。
수문화적실질취시인여수관계적문화。립족수문화래연구미려향촌규화건설，유리우발전생산、보호생태、제고촌진규화건설수준、제승농촌인거배경질량。단시미려향촌건설중존재인여수적관계불화해、대수적문화속성중시불구、수법규제도문화결실등문제，필수통과배양고도적수문화자각가이해결：견지과학발전관，수립인여수화해상처적이념；결합지역특색，강화미려향촌건설중적수문화좌표계；추진수법규제도문화건설화선전，촉진공음삼여。
The essence of water culture is the relationship between human and water. To study the planning of Beautiful Country Construction based on the water culture is conductive to developing production, preserving the ecological environment and enhancing country construction planning and construction standards, as well as the quality of living environment in rural areas. In the implementation of Beautiful Country Construction, some problems are not taken seriously, for instance, the disharmonious relationship between man and water, ignorance of the culture attribute of water, imperfection of water laws and regulations. To solve these problems, this paper suggested to foster a high self-consciousness water culture in society, which includes insisting on scientific development view, setting up the concept that man lives in harmony with water, bringing the role of water into full play combined with local characteristics in constructing beautiful country, promoting the construction and publicity of water laws and regulations and calling for public participation.
