四川省地方高校学报的整体办刊水平与高等教育事业迅速发展的态势不相适应。目前仍然存在地位低,办刊经费短缺,专业编辑人才匮乏,学术质量不高,无特色等问题。其原因就是一些地方高校对学报的地位和作用认识不足,学报编委会形同虚设,没有制定加强科研和在学报发表论文的激励机制。因此,要想提高学报的办刊水平,就必须把学报的建设发展列入学校发展的议事日程,树立“办学报就是办学校”的创新意识,加强编辑队伍建设,“走出去、请进来”,加强对外学术交流,以提高编辑素质;编辑、副主编、主编各司其职,严格执行“三审三校一读”制度。用制度促管理,以提高工作效率和促进学报编辑部的科学管理;创新栏目,组稿具有针对性,从而推进地方高校学报的发展。

The general level of local university journals in Sichuan Province is not compatible with the fast development of higher education, and the journals have such problems as low social status, shortage of funds, lack of professional editors, inferior academic standards and lack of distinctiveness etc. The major reasons behind these problems are that some universities do not understand properly the roles and importance of the journals, some editorial boards only exist in name, and the university authorities fail to design and establish incentive scheme for the development of researches and publications in the journals. Therefore, to improve the overall standard of the journals, the authorities of the universities shall include in their agenda for the development of the universities that of the journals and have the innovative awareness that the development of university journals reflect that of the university itself. They should introduce talents from outside and visit places with higher level journals to draw on their experiences. By strengthening academic exchanges with other universities and institutions, they should develop the qualities and qualifications of the editors and establish a clearly defined responsibility system for the chief editors, deputy chief editors and editors. Before publication, the theses and articles in the journals shall be reviewed and inspected for three times and proofread for one time. Complete
