衡阳市的城镇化水平已达到一定水平，并且呈现出了自己的特点。如何建设小而美的“田园小镇”，要克服农业生产经营自身条件受限、信贷需求培育体系尚不健全、农村金融产品服务创新不足、支农惠农政策联动效应不佳等方面的不足，从加大基础设施、保障体系建设投入，加紧农村立体金融服务体系建设，加速农村金融产品、服务模式创新，加强金融、产业、财政政策资源联动，加快农村金融生态环境建设步伐等方面入手，寻找出新型城镇化建设的路径。
