公共体育服务体系的建设是一个长期努力的持续性过程，在不同阶段应有先导性和前瞻性的发展蓝图、行动纲领作为指导。在综述已有文献的基础上，将一般规划理论加以系统研究和全面梳理，探寻公共体育服务的内在逻辑与结构的完整性，并与政府体育职能转变的大背景相袈合，提出公共体育服务发展规划设计的难点、重点、基本指导思想和研究方案。

As an ongoing process requiring long-term efforts, the construction of public sports service system needs a guiding and progressive blueprint and program of action at different stages of the development. The study, based on the previous literature review, has investigated and sorted out the general theories of program systematically. It has tried to explore the integrity of the internal logic and structure of public sports service. In addition, the difficult and key spots, basic guiding principles as well as the research program of further implementation for public sports service program designing have been put forward innovatively, which is in accordance with the background of government＇ s changing sport function.
