东北地区是我国国有林业资源枯竭型城市的重集聚区。笔者梳理了东北国有林业资源枯竭型城市转型发展成效,从生态功能约束、地理区位障碍、工业化城市化空间缺乏、社会发展成本高昂和体制机制约束等五个方面分析了东北地区国有林业资源枯竭型城市转型发展面临的问题与困境。进一步,针对转型面临的困境与障碍,从建立林区资源开发利益共享机制、构建区域生态补偿机制、发展实体工业经济和优化林区人口布局等四个方面提出了转型发展的思路建议。

The northeast region is an important gathering area of state-owned forestry resource-exhausted cities in China. This paper recognizes the development effectiveness of forestry resource-exhausted cities. And then, the paper analyzes its transformation issues and predicament from the constraint of ecological function, geographic location obstacle, lack of industrialization and urbanization space, highly social development cost and institutional mechanism problem. Further, based on transformation difficulties and obstacles, the article puts forward four aspects proposals from establishing forest areas resource development benefit-sharing mechanisms, building regional ecological compensation mechanism, developing the real industrial economy and optimizing population distribution in forest area.
