在民主革命时期，中国共产党坚持思想认识、革命需、客观环境等主客观条件的有机统一，适时地开展了学习型政党建设活动，积累了丰富的历史经验。在学习主体上，求全体党员和领导干部都学习，党员强调普及性学习，领导干部强调研究性学习；在学习内容上，求干什么学什么，注重学习内容的理论性、实践性和前瞻性；在学习形式上，坚持自我学习为主，学校教育为辅，领导干部带头学习；在保障措施上，建立健全学习组织和规章制度。

The Communist Party has,during the period of the democratic revolution per se, conducted activities for con- structing the learning Party and hence gained rich historical experience by adhering to organic unification Of such objective and subjective conditions of the right ideological pursuit, the revolution requirements and the actual environment. With re- spect to the learning subject, the Party demands that both Party members and leaders settle on learning in that ordinary mem- bers focus on popularization learning and leaders on research learning. Regarding the learning content, the Party calls for learning whatever one is asked to do, paying particular attention to the theoreticality, practicality and perspectivity of what one is learning. Concerning the way of learning,one should stick to self-teaching along with school education and leaders should set example for all. Finally, learning organizations and regulations should be established for insurance.
