本文分析了“十二五”甘肃省科技投入机制及特点，测算了科技投入目标实现程度及差距，认为投入差距大、投入结构不合理、主体投入增速不平衡、社会风险投入机制不完善等是甘肃省科技投入的主要问题，其原因主要是经济基础薄弱、企业规模小、创新人才短缺。在此基础上，提出进一步完善科技投入机制的四点建议，为“十二五”目标的实现与“十三五”规划研究提供依据。

Mechanism and characteristics of investments during the ＂12th Five-Year Plan＂ in Gansu province were analyzed, and the achievements and gaps were evaluated. It has been found that the major problems are relative low investments, and unreasonable invest- ment structures, and unbalanced investments among research institutes, and imperfect social risk investment mechanism because of weak economic foundation, and small-scale of enterprises, and shortage of special ,personnel. On this basis, the suggestions for impro- ving scientific and technological investment mechanism were proposed in order to achieve the goals of ＂12th Five-Year Plan＂ and to provide the evidences for making planning for ＂13th Five-Year Plan＂ in Gansu province.
