法治政府作为理论主张和政府模式是一种理想的政府运行状态，或者说，是按照法治原则运作的政府。法治政府评价是对法治政府建设成效的评价，可视为目标性考评。作为政府绩效评价的组成部分，法治政府绩效评价强化结果导向与公众满意度导向，指向政府法治职能的实现程度，旨在提升政府法治的公信力，是法治政府建设评价的延伸。构建法治政府绩效评价体系是建设法治政府的内在要求与保障条件，涉及理论体系、组织体系、技术体系、制度机制、智能化等主要元素。

Being a theoretical claim and a realistic model, nomocracy government is a government running in accordance with the principles of law, which is an ideal state of government operation. Nomocracy government evaluation is an evaluation to the effectiveness of establishing government nomocracy, which can be seen as an assessment by object.
