义务边界论是在审视公务员义务本位论与权利本位论之后，提出的一种折中的观点，肯定公务员法律关系中注重义务的同时辅之以边界，以期解决片面注重义务与片面注重权利的局限性，为解决公务员权利义务关系问题提供新的思路。

The theory of obligation boundary is a compromised viewpoint afterwards the proposed theories of obligation standards and right standards, it recognizes the obligation of civil servants in their legal relationship, at the same time, it also supplements the important function of boundary. The target of the theory is to solve the limitation of one-side emphasis on obligations or rights,meanwhile, it also proposes the new mentality on the issue of civil servants＇ rights and obligations relations.
