学术权力是为保护学术自由、保护学者人格独立与精神自治而存在的.学术权力与行政权力只有相对独立、相互支撑,才能更好地承担大学的学术管理责任.我国大学存在行政权力大于学术权力的问题,重要原因在于,我国大学学术权力缺乏应有的法律保障,学术权力组织存在行政化倾向,学者的追求异化等.我国大学学术权力发展应从三个方面做出努力：以立法与章程保障学术权力;以监督与制度规约学术权力;以改革和创新张扬学术权力.

Academic power exists for protecting the liberty of academic issues, independent personality of scholars and their spiritual autonomy. Only when the academic power and the administrative power could be mutually independent and supportive, can they become better responsible for the academic management. In China, many colleges and universities are lack of a deep recognition and systematic research on the connotation of academic power. Academic power is lack of legal protection, academic power organization exists administrative tendency, academics pursue alienation. To ensure a better development of academic power in colleges and universities, we should protect academic power under legislation and constitution, stipulate academic power with control and institution, and publicize academic power by reform and innovation.
