在当前双语教育的发展中，教学质量是突出的问题。文本依据有效教学理念和新课程改革对课堂教学的要求，针对提高课堂教学质量，提出了双语教育有效课堂教学的理念和标准，并根据这些理念和标准分析了新疆双语教育的课堂教学的现状，针对存在的问题，提出：转变教学理念，确立以“学生为本”的教学思想，落实新课程的三维目标；精心设计课堂教学，在实战中提高教学设计能力；选择学生喜欢而又有效的课堂教学活动方式，吸引学生参与；积极利用课程资源，制作各种形式的教学课件等改进策略，努力实现双语教育有效课堂教学。

In current bilingual educational development, teaching quality is a sharp problem. The essay based on efficient teach- ing concept and the demand of new course reform on classroom teaching, puts the concept and standard of efficient classroom teach- ing in bilingual education in relation to better class-room teaching quality;analyses the current situation of classroom teaching in Xin- jiang＇s bilingual education according to the concept and standard. In the case of problems, the author advocates changing teaching concept,establishing ＂students-based＇teaching idea,implementing 3-D goal for new course; designing carefully classroom teaching, improving teaching-design capability in action; choosing efficient classroom teaching activity liked by students to draw students; applying course resource and making various teaching software in an endeavor to attain efficient bilingnal teaching.
