“村改居”社区是城市化进程中的一种特殊类型的社区。“村改居”社区治理目前面临着集体经济发展瓶颈、组织关系不顺、社区自治能力不强、公共服务落后等诸多问题。为贯彻落实党的十八大和十八届三中全会精神，积极推动城乡社区治理和服务创新，结合“村改居”社区治理的现状，探讨“村改居”社区的特征，分析目前“村改居”社区治理的困境，并提出“村改居”社区治理亦应从集体经济改制、理顺组织架构、培育社区社会资本、优化公共服务等目标展开。
“村改居”社區是城市化進程中的一種特殊類型的社區。“村改居”社區治理目前麵臨著集體經濟髮展瓶頸、組織關繫不順、社區自治能力不彊、公共服務落後等諸多問題。為貫徹落實黨的十八大和十八屆三中全會精神，積極推動城鄉社區治理和服務創新，結閤“村改居”社區治理的現狀，探討“村改居”社區的特徵，分析目前“村改居”社區治理的睏境，併提齣“村改居”社區治理亦應從集體經濟改製、理順組織架構、培育社區社會資本、優化公共服務等目標展開。
“촌개거”사구시성시화진정중적일충특수류형적사구。“촌개거”사구치리목전면림착집체경제발전병경、조직관계불순、사구자치능력불강、공공복무락후등제다문제。위관철락실당적십팔대화십팔계삼중전회정신，적겁추동성향사구치리화복무창신，결합“촌개거”사구치리적현상，탐토“촌개거”사구적특정，분석목전“촌개거”사구치리적곤경，병제출“촌개거”사구치리역응종집체경제개제、리순조직가구、배육사구사회자본、우화공공복무등목표전개。
＂Village-to-Community＂ （VOC） is a special type of community in the urbanization process. There are a lot of problems in the governance of VOC, such as the bottleneck of collective economic development, the unsmooth organization relations, the weak community self-governance, and the undeveloped public service, To implement the spirit of the Third Plenary Session of the Communist Party of China＇s 18th Central Committee and 18th National Congress of CPC , and actively promote the innovation of urban and rural community management and service, based on the current status of community governance of VOC, this paper explored the characteristics of VOC, analyzed the governance dilemma of VOC, and proposed that VOC governance should be considered from the following perspectives, such as restructuring collective economic system, rationalizing organizational structure, cultivating social capital of community, and optimizing public service .
